My true wondering is... Helmet or not, but how can he let her wear high heel shoes? Those are far more hazardous for your health. xD
In fact he is not allowing her.
He is scolding her already!
This is maybe the first scolding, when they first meet... and that should be the right start for a fan fic, don't you think?
He puts the helmet on her and then starts scolding her about her clothing being not right for the location.
The following time, when she goes there, she might be wearing something soooo different she might not recognize her.
